I say in my newest article, "What's the Best Way to Apply Makeup," I explain why it's best to start with even-ing out your skin tone with concealer and foundation before moving on to your eyes and finally, your lips. While I don't believe in rules when it comes to makeup, I do think starting with the face is a woman's best bet because you may find you need less eye makeup or gloss instead of lipstick.
